The Civic Dialogue Forum holds a round table themed “The State, Business, Citizens: How Much will they Contribute to Pension Schemes?”
The Russian Government has plans for yet another pension reform, to be launched in 2014. However, its framework has not been developed yet and the reform itself causes controversy among experts and concerns among the public. The positions of the Health Ministry, authors of the 2020 Programme, the academic community and other expert groups differ widely on a number of fundamental principles, the most contentious underlying issue being the breakdown of responsibilities and contributions to pension plans among the Russian state, business and citizens.
